Toute l’originalité - et sans doute son ambiguïté - du compte personnel d'activité est de reconnaître l’existence de droits attachés à la personne et de les rassembler dans un « compte ». Des droits acquis sous différents statuts juridiques pourraient ainsi se combiner, grâce à un système de points, afin d’ouvrir de nouveaux droits (action de formation, aides à la garde d’enfants, aides à la création d’entreprise, validation de droits à la retraite, temps libéré…). Il est essentiel, afin de ne pas limiter le CPA à un dispositif individuel de gestion de droits sociaux favorisant une flexisécurité, de l'adosser à des mécanismes garantissant différents niveaux de solidarité œuvrant à la construction d’un statut social.

The originality - and undoubtedly the ambiguity - of the personal activity account is to recognize the existence of rights attached to the individual and to bring them together in an "account". Rights acquired under different legal statuses could thus be combined, thanks to a points system, in order to open up new rights (training, childcare assistance, assistance in setting up a business, retirement rights, time off work, etc.). It is essential, in order not to limit the CPA to an individual management system of social rights promoting flexisecurity, to back it up with mechanisms guaranteeing different levels of solidarity in order to build a social status.
